The job involves both independent work and close collaboration with colleagues and stakeholders. Everyday work emphasizes information processing, documentation, and smooth communication across different channels.

Digital tools are a central part of daily work. Most of the tools in use are Microsoft products. For example, Word is used for drafting various documents, reports, and decision texts, while Excel is used for organizing, tracking, and analyzing data. PowerPoint, in turn, supports the creation of presentations for meetings and training sessions.

From the perspective of collaboration and communication, Microsoft Teams is the most important tool. It is used for meetings, instant messaging, and file sharing within teams. Teams also enables smooth remote work and facilitates communication between different locations. Email remains an important official communication channel, especially when documentation is required.

To expand my understanding of digital platforms, I selected five tools from the given list: Doodle, LinkedIn, Mobile Certificate (Mobiilivarmenne), TikTok, and X. These tools fall into three main categories: productivity and organization, security and authentication, and social media and communication. Together, these digital platforms provide a well-rounded view of internal work processes, secure digital services, and external communication.

Doodle

Doodle is a simple and effective tool for coordinating schedules, and it is well suited to the needs of the municipal sector. In municipal work, where collaboration takes place between different units, stakeholders and residents, finding a common time can be challenging. Doodle significantly simplifies this process.

With Doodle, it is possible to quickly identify suitable meeting times for participants without long email threads. One person creates a proposal with possible time slots, and others indicate their availability. This makes scheduling more transparent and saves time, especially when multiple people or organizations are involved.

In the municipal sector, Doodle can be used for arranging project meetings, workshops, trainings and stakeholder meetings. It is particularly useful in situations where participants come from different organizations or do not share the same calendar system. In this way, it complements tools such as Microsoft Outlook and Teams.

Doodle can also be useful when interacting with residents, for example in booking appointments or planning participation events. It allows offering multiple time options and collecting information on when participation would be most convenient for the majority.

The main advantages of the tool are its ease of use and speed. However, data protection must be taken into account when using it. Especially in the public sector, it is important to ensure that no sensitive information is shared and that participants’ data is handled appropriately.

LinkedIn

LinkedIn is a key platform for professional networking, and its importance has also grown in the municipal sector. It offers municipalities an opportunity to communicate about their activities, attract talent, and support the professional development of their staff.

Municipalities can use LinkedIn particularly to build their employer brand. By sharing content about everyday work, development projects, and career opportunities, a municipality can highlight its operations and values. This is important in the competition for skilled workforce, as positive and transparent communication increases interest in jobs within the municipal sector.

In recruitment, LinkedIn serves as an effective channel for reaching potential job candidates. Sharing open positions and maintaining active visibility helps attract talent beyond traditional recruitment channels. Additionally, recruiters can search for suitable candidates directly on the platform, making the process more flexible.

For individual municipal employees, LinkedIn provides an opportunity to network with professionals in their field. It supports professional development by allowing users to follow current discussions, share their expertise, and learn from others. This can also strengthen the organization’s overall knowledge base.

LinkedIn can also be used for sharing information and influencing public discussion. Municipalities and their experts can participate in societal conversations, share best practices, and highlight development work. This increases visibility and can promote cooperation with other organizations. As with other social media platforms, it is important to consider consistency in communication and data protection when using LinkedIn. Published content should be appropriate, up to date, and aligned with the organization’s values. In addition, employees’ roles as representatives of the organization may require clear guidelines

Mobile Certificate (Mobiilivarmenne)

As digitalization progresses in the municipal sector, the need for secure and user-friendly identification solutions is becoming increasingly important. The mobile certificate has emerged as a key tool in this development, enabling both residents and employees to access services smoothly and securely.

The mobile certificate functions as a strong electronic identification method in many municipal digital services. It allows residents to log in securely to systems such as education services, technical services, and other e-services. It also enables access to national authority platforms, such as Suomi.fi services. Authentication takes place quickly via a mobile device without the need for separate code lists or memorized passwords, making transactions both more secure and user-friendly.

The mobile certificate is also used for electronic signing, which has significantly improved the efficiency of municipal operations. It can be used to sign employment contracts, lease agreements, various applications, and parental consent forms digitally. This reduces paperwork and speeds up processes, as matters can be handled regardless of time and location without physical presence.

For municipal employees, the mobile certificate provides additional value, especially as remote work becomes more common. It enables secure access to various work systems and supports two-factor authentication, enhancing data security—particularly when handling sensitive information. This supports flexible working methods and allows work to be carried out safely outside the office.

TikTok

TikTok is a rapidly growing social media platform that offers municipalities a new way to communicate and reach especially younger audiences. Although it has not traditionally been seen as a tool for public administration, its role in municipal communication has increased in recent years.

In the municipal sector, TikTok can be primarily used for communication and increasing visibility. It allows municipalities to share short and easily approachable videos about current topics, services, events, or everyday work. This can make municipal operations more transparent and easier for residents to understand.

TikTok also provides an opportunity to target communication towards young people. For example, youth services, schools, or leisure services can use the platform for informing and engaging audiences. Short videos can be an effective way to highlight hobbies, events, and opportunities for participation within the municipality.

In addition, TikTok can support employer branding and recruitment. Municipalities can present their work community, job roles, and everyday working life in a relaxed and authentic way. This can increase interest in municipal jobs and lower the threshold for applying to public sector positions.

TikTok’s strengths lie in its visual nature and speed, but it also requires careful planning. Content should be clear, understandable, and suitable for the target audience. In public administration, it is also important to consider appropriateness, accessibility, and data protection, especially when people appear in videos.

A potential challenge is the availability of resources and skills, as creating impactful content requires time and an understanding of how the platform works. Additionally, simplifying complex topics into short video formats can be difficult.

X

X (formerly Twitter) is a social media platform focused on fast communication and sharing current information, and it can also be utilized in the municipal sector, especially for communication and interaction.

For municipalities, X provides an effective channel to share up-to-date information quickly with a wide audience. It can be used to inform about disruptions, changes in services, events, or decision-making. Short and concise messages enable rapid responses to situations, which is particularly important in crisis communication.

X also serves as a tool for interaction. Residents can comment, ask questions, and participate in discussions, which increases openness and transparency in municipal operations. This can strengthen trust and bring residents’ perspectives directly into decision-making processes.

In addition, X can be used for networking and following current trends. Municipal employees and organizations can follow posts from other municipalities, authorities, and experts, participate in discussions, and share their own expertise. This supports knowledge sharing and development work.

However, when using X, it is important to consider clarity and responsibility in communication. Posts are public and spread quickly, so messages must be appropriate, up to date, and aligned with organizational guidelines. The discussion culture can sometimes be intense, which requires careful consideration and clear rules of engagement.

Self-Assessment

I believe I have a good understanding of how digital tools support everyday work in the municipal sector. I can use core tools like Microsoft 365 efficiently and understand how different platforms serve different purposes, from internal collaboration to external communication. I also recognize the importance of choosing the right tool for each situation.

Through this assignment, I deepened my understanding of newer digital platforms and their potential in municipal work, especially in communication and engagement. I am aware of key considerations such as data protection, usability, and responsible use, which are essential in the public sector.

As a development area, I see the need to further strengthen my skills in utilizing social media and AI tools more strategically and integrating them more effectively into daily work processes.

Introduction I work in the municipal sector, where daily tasks largely consist of expert work, communication, and the preparation and coordination of various matters.
